In July 5, 2018 the new RoK Law “On Advocacy and Legal Assistance” was adopted to introduce a new legal institute in the country uniting legal consultants who are not members of the bars into Chambers. This RoK Law stipulates simultaneous functioning of two institutes to provide legal assistance and legal services – attorneys-at-laws and legal consultants. There have been established many Chambers of Legal Consultants based on the membership of lawyers in these self-regulatory professional organizations.
It should be noted that regulatory of the activity of legal consultants is extremely important and necessary.
Currently, if the number of attorneys in Kazakhstan comprises 6 thousand people, the number of lawyers of the law firms having private practice and corporate lawyers is over 10 thousand people, and the citizens of our country having higher legal education and holding lawyers’ diplomas exceeds 400,000 people.
This statistics proves that the legal market needs effective self-regulation based on the specialized law stipulating fundamental principles and procedure for the activity of the new legal institute – the chamber of legal consultants. Meanwhile, one of the concerns of the legal community is the of enhancing regulatory and administrative mechanisms of influence on the part of the state on the representatives of the profession, who do not assist in the development of the professional community on a self-regulatory basis. There are many issues in the activity of the chambers of legal consultants that need review and analysis.
For the purpose of discussion of existing issues and concerns and development of recommendation the Chamber of Legal Consultants Kazakhstan Bar Association in conjunction with LAWASIA Association and Chengdu Bar Association organizes on April 28, 2023 the International ZOOM Platform Online Conference: Self-regulation of Legal Profession: New Challenges of Modern Time.
